New Castle....Phyllis Ann Dwiggins, 69, resident of New Castle, passed away Sunday at Hancock County Hospital in Greenfield.
She was born in Detroit, MI, May 21, 1949 the daughter of Roy and Mary Straley Bolinger.
She had worked as an assistant to the Mayor in New Castle and was a graduate of Sheridan High School.
She attended New Covenant Worship Center in New Castle,
Survivors are 3 daughters: Rebekah Whitlock (David) of Seatle, WA, Jessica Julson (Jonathon) of New Castle and Sharon Zimmer of Anderson, 6 grandchildren and 1 sister: Peggy Qualkenbush.
There will be no public services.
